WASHINGTON, D.C, – Senator Jim Banks (R-Ind.) introduced the Preventing PLA Acquisition of U.S. Technology Act. The bill prohibits U.S. government agencies, federally funded universities, and private companies receiving federal funds from partnering on sensitive research with Chinese entities linked to China’s military-civil fusion strategy. It targets technologies with military applications like AI, semiconductors, biotechnology, and aerospace. It creates a public list of banned technologies and Chinese entities of concern, mandates annual reporting of research ties, and cuts off federal funding for violators.
