WASHINGTON, D.C, – Today, Senators Jim Banks (R-Ind.) and Mazie Hirono (D-Hawaii) introduced the Delivering Digitally to Our Veterans Act of 2025. More than 600,000 veterans and 275,000 dependents use G.I. Bill education benefits. VA is working to modernize the program through the Digital G.I. Bill, but most communications are still sent on paper. This legislation would allow veterans to opt-out of receiving hard copy G.I. Bill documents in the mail and instead receive electronic correspondence from VA.

Rep. Tom Barrett (R-Mich.) is leading the bill in the House.

Senator Jim Banks (R-Ind.): “This is a simple, long overdue way to give veterans the option to go digital. It speeds up communication, cuts down on paperwork, and brings the VA into the modern age.”

Senator Mazie Hirono (D-Hawaii): “Our veterans make sacrifices in service to our country, and they deserve to be able to access the benefits they’ve earned without having to go through arbitrary hurdles, I am proud to introduce this legislation to help streamline the process for veterans to receive information about their educational benefits online, eradicating unnecessary complications and helping to ensure that educational benefits through the GI Bill are delivered efficiently.”

Director of Indiana Department of Veterans Affairs, Jacob Adams: “This is a common-sense policy that directly reflects the work we are doing here in Indiana. I commend Senator Banks for his commitment to streamlining the VA to better serve our veterans.”

Grant County Veterans Services Officer, Guiffre Kilgren: “I completely concur of course with Director Adams, and I heartily thank Senator Banks for his sincere interest in helping Veterans. For those Veterans who still rely on paper correspondence, encourage the VA to implement “less is better”, “bottom line up front”, and an emphasis on clarity in their communications to reduce paper correspondence to the bare minimum necessary to keep Veterans informed.”
