WASHINGTON, D.C, – Senator Jim Banks (R-Ind.) introduced the Preventing PLA Acquisition of U.S. Technology Act. The bill prohibits U.S. government agencies, federally funded universities, and private companies receiving federal funds from partnering on sensitive research with Chinese entities linked to China’s military-civil fusion strategy. It targets technologies with military applications like AI, semiconductors, biotechnology, and aerospace. It creates a public list of banned technologies and Chinese entities of concern, mandates annual reporting of research ties, and cuts off federal funding for violators.
Senator Jim Banks (R-Ind.): “The Chinese Communist Party has used our research and technology against us, strengthening their own military and preparing for war against America. My bill stops U.S. taxpayer dollars from arming the Chinese military and protects America’s technological edge.”
Key Provisions of the Preventing PLA Acquisition of U.S. Technology Act are:
- Blocks U.S. agencies, federally funded schools, and federally supported companies from collaborating with Chinese military-linked entities on sensitive technologies.

- Requires the Department of Defense to maintain a public list of restricted Chinese entities and technologies.
